That is a Revolution slider (see on the title in the top left corner) So you have to go to Revolution Slider module and edit that slider, or create a new one

Regarding your comment.
That’s not advertising, that a module “What’s new” you can add your content there.
But if you want to disable it, go to Modules, find Front Panel module and disable it
